In recent months, an alarming practice has emerged in North Macedonia: citizens and business owners are being prevented from registering their vehicles due to a ban issued by an enforcement agent (izvršitel). This measure is not supported by law and has sparked serious concerns about legality and abuse of power.
What is happening?
Enforcement agents are issuing informal bans on vehicle registration for debtors without a court order or any legal basis. When a person goes to renew their vehicle registration, they’re informed that a restriction exists and cannot proceed.
This tactic is being used as a pressure tool, often without proper notice or explanation
Is it legal?
No, this is illegal.
There is no provision in the Law on Enforcement (Zakon za izvršuvanje) that allows for vehicle registration bans. Enforcement agents are not allowed to create or apply enforcement measures that are not explicitly prescribed by law.
These actions violate:
- The principle of legality;
- Citizens’ rights to property and free movement;
The right to due process
What does the court say?
Courts in North Macedonia consistently overturn these bans when citizens file an objection. Judges recognize that such bans are imposed without legal authority and must be removed.

- File a legal objection (prigovor) to the competent civil court.
